Refunds
If you pay monthly or annually in advance and your plans change, you can request a refund for the days you are not going to use.
You can't request a refund for:
- Unused days in the past
- Single or weekly pre-payments.
We must receive your request at least seven charging days before the period you are claiming for. For example, if you have paid the charge in advance for November and it is 1 November you can claim a refund from November 8-30.
Your request must include a payment receipt or receipt number, or a copy of your V5C registration document (log book) sent to you by the Driver and Vehicle Licensing Authority.
There is a £10 administration charge for refund requests.

Reimbursements
NHS patients
If you are clinically assessed as too ill to travel to an appointment on public transport you may be eligible to claim back the Congestion Charge from your treating hospital.

NHS staff
You can get a refund from your NHS organisation if you use your vehicle for official business and claim travel expenses. Your NHS organisation must be registered with us.
To get a refund you must:
1. Be using your vehicle to carry:
- Bulky, heavy or fragile equipment / supplies
- Patients' notes or other confidential material
- Controlled drugs
- Clinical waste, contaminated sharps, radioactive materials or non-medicinal poisons
- Prescription only medicines, waste medicinal products
- Clinical specimens, body fluids, tissues or organs
or
2. Be responding to an emergency when on call. This includes locums and agency staff.
You'll have to pay the full £8 Congestion Charge for your journey and reclaim the money from your NHS organisation. We'll reimburse the NHS organisation.
You can't:
- Apply directly to us
- Claim for commuting to and from work
- Claim for Penalty Charge Notices
Fire fighters
You can get a refund from your employer if you're a fire fighter employed by the London Fire and Emergency Planning Authority (LFEPA) and use your vehicle to travel on official business.
You'll have to pay the full £8 charge for your journey and then reclaim the money from your employer. We'll reimburse LFEPA.
You can't:
- Apply directly to us
- Claim for commuting to and from work
- Claim for Penalty Charge Notices
