private hire vehicle licence Any vehicle that seats nine passengers or fewer and is available for hire with a driver requires a licence. It is the responsibility of the vehicle owner to apply for a licence.

The definition of a private hire vehicle (PHV) was changed in 2006. This means some operators who didn't need a licence previously have had to apply for one.
